QUESTION: What are the "proper" way(s) to shackle prisoners? Using American Handcuff L200 which is designed to transport prisoners where limited mobility and security are required. 54"/137cm-waist chain has separated cuffs connected via a 45"/144cm-chain to standard legirons. A 1.5"/3.8cm O-ring at the end self adjusts to size with a padlock. 1) Take the above combination set and ensure all cuffs are loaded by pushing the bows through the double strand until - Wrist 3-4 teeth clear the double strand. At 4 teeth clear they will be engaged on the last tooth. 2) Have the prisoner brought into the shackling area. 3) Have the prisoner face way from you. Kneel and place his/her hands on the back of his/her head with the fingers intertwined and issue a command to part his/her knees. 4) Take the leg shackle with the connecting chain already shortened by padlocking. Throw the connecting and belly chain between the legs of the prisoner. 5) Press the loaded shackle against the prisoners' leg WITH the keyhole pointing TOWARDS the prisoner. It will automatically engage in the single lock position. Tighten, as needed, then double lock to keep the bow from closing further. 6) Keep the prisoner kneeling. 7) Thread the belly chain and connecting chain between the legs. 8) Place the belly chain around the waist of the prisoner and secure at the rear, ensuring the padlock passes through a ring on both ends of the chain. 9) Using an approved lock on the prisoner's wrist, lower the arm towards the waiting cuff. 10) Press the loaded cuff against the wrist WITH the keyhole pointing AWAY from the prisoners' fingers. It will automatically engage in the single lock position. Tighten, as needed, then double lock to keep the bow from closing further. 11) Remove the padlock (See 3 above) and standing to the rear, have the prisoner stand. 12) Check all four cuffs for secure fit and that they are double locked. 13) Check that the belly chain will not pass over the hips and that the padlock is secure. If higher security levels are required the length of the connecting chains can be reduced quite easily by the use of padlocks to a point where movement by the prisoner is to all effects eliminated.
